Contributors on Github Chrome Extension

 An extension for Github that might be helpful for maintainers.

It shows if its a contributors first PR, or how many issues/PRs they have made to that specific repo.

It caches the data and adds a button to update the info.

You can optionally use oauth or supply a access token with the 'public_repo' scope to get 30 requests/min instead of 10.

Permissions:
- 'https://github.com/*/*': to be able to inject data into github
  - The [content script](src/content.js) was matching `'https://github.com/*/*/pull/*` which is correct, but if you start from the hompage, then the script wont ever be injected since github is using pushState to change urls. Now it will match `https://github.com` and then check for the specific url.
- 'storage', to store access token, cache user PR data.
- 'identity', to create an oauth request window.
